[tei-council] Chapter PH (11) now available for final proofreading

Due to my midday being later than Lou's, I'm not going to finish in 
time; I've got about half-way through. It might be a good idea for 
anyone starting late to look at the latter half of the chapter rather 
than the first half, to redress the balance a bit.

I'll keep going tomorrow, though.
