[tei-council] Consistency in attribute values

I propose to change all instances of <idno type="url"> to <idno 
type="URL"> unless I hear dissenting voices in the next few days, on the 
grounds that whatever else we think about <idno> for URLs, consistency 
in the capitalization of attribute values is desirable.
