Absolutely not, in my view. We're specifically trying to disambiguate
them, by clarifying that they should be used for different purposes. The
additions to definitions that I've been trying to draft are designed to
make it clear that you can't put the same information in <idno> in one
context and <ident> in another. <ident> is for things like variable and
class names, not for reference identifiers in cataloguing systems (for
example).
