[tei-council] surfaces and zones. (long)

i read this as saying that an inner <surface> only needs an intermediate <zone> if you
want to say where it is. If you all you do is record the relative nature of two <surfaces>,
you can omit the <zone>. Was that what you intended? I tend to the view that its
easier to mandate the surface/zone interleave.
