Initial Comment:
The content for a <formula> is currently defined as rng:text or 
model.graphicLike, on the asumption that people will either supply a 
formula in some esoteric markup scheme such as MathML or LateX or simply 
bung in a picture of it. However, it's also possible to represent simple 
formulae with recourse to nothing more exotic than Unicode characters 
and some simple highlighting, notably to represent superscript or 
subscripts not available in Unicode. Scientific articles frequently 
include simple formulae which would benefit from this. I suggest 
therefore we should change content model to 
(text|model.graphicLike|model.hiLike)*
