[tei-council] minutes/release deadline

Um, surely easier routes. I'd cut and paste the Html content into a word docx, and use OxGarage.  Then tidy resulting TEI.

As far as vandalism is concerned (David mentioned that), we can seal the
minutes page after it's pronounced ready, with possibly a notice that we
