[tei-council] licence changes

The  decision to relicence the TEI's property as dual CC / BSD has more ramifications, of course, than just the Guidelines.
I have just done the bulk of the Stylesheets, Roma, and the Exemplars which are not free. This means Lite and Tite,
in case you wondered.

I expect to find more places where we have to change licence. If you see one, and aren't
confident about changing it yourself, shout at me.
