[tei-council] att.xmlspace.xml also no longer needed?

The problem is that as soon as a spec is proposed, it has to be linked to the main TEI framework to start making it work. The danger is that you would have to deal with the overhead of moving it later in the main area (links, etc.) when fully validated. Or am I saying something stupid here?
