[tei-council] att.xmlspace.xml also no longer needed?

I noticed that Specs/att.xmlspace.xml starts with:

<!-- no longer needed since we made xml:space global -->

and indeed @xml:space is now included in att.global.xml.

So I think att.xmlspace.xml should be moved to Specs-Unused -- or if the 
idea of Specs-Unused is that it's Specs-never-used, then it should 
perhaps be deleted.

On the same topic, I wonder if it would be useful to have a 
"Specs-Proposed" directory for new specs under development?
