[tei-council] tagdocs elements outside <schemaSpec>

HI Sebastian,

What fix are you proposing? There seem to be two possible issues: either 
the ODD schema is wrong in allowing elements such as <moduleRef> outside 
<schemaSpec>, or Roma is wrong in ignoring them when they're outside 
<schemaSpec>.
