So Stuart, are you suggesting that we revise 
http://www.tei-c.org/release/doc/tei-p5-doc/en/html/ref-data.pointer.html to 
prescribe RFC 3492 (Punycode) encoding of URIs, which should follow RFC 
3986 except for not using percent encoding?
