[tei-council] a straggling comment/question about genetic draft

Lou and all,

In looking at some Whitman documents and thinking about how they might be
encoded according to the proposed changes, I noticed that the specification
for <listLayer> says that its parent is listLayer (only, I think). Infinite
loop problem, maybe? Anyway, can someone remind me where in the TEI header
<listChangeSet> or whatever is thought to belong?
