[tei-council] TEI book question

I was reminded by the question about a TEI book on the main mailing list
to ask what is the status of the TEI for Beginners project that Peter
Boot (cc'ed) initiated a few years ago and most Council members took
part in co-authoring. (This is the point at which I confess I was not
one of the co-authors, although I thought--and think--it was a valuable
project.)
James reminds me that there was a plan to publish this in instalments in
the TEI-EJ, but that seems to be stalled. I'm not sure what is the
status of all the proposed chapters.
Given the recent discussion on-list and the sense that there is a demand
for such a work, I am driven to ask (with apologies for the naïveté of
the question): what currently stands in the way of our simultaneously
turning what we have into PDFs for free download and uploading to Lulu
for sale as a hardcopy? (Some pieces unfinished? Biggers plans for it? )
There may be people on Council who weren't involved in this previously,
and who would now be interested in either authorial or editorial work?
