[tei-council] I broke P5

HI all,

I just added <exemplum> elements for <licence> to 
Source/Specs/licence.xml, and it broke the build, because:

error: unknown element "licence" from namespace 
"http://www.tei-c.org/ns/Examples"

I've figured out that <licence> needs to be included in macro.anyXML, 
but I can't figure out how to do that. Can someone point me in the right 
direction?
