[tei-council] <licence> inside <availability>

We should at least exemplify how to refer to one CC license such as: http://creativecommons.org/licenses/by/3.0/
They are getting widely used in the community and it would be a great contribution to open access that we facilitate/encourage (implicitely) its use.
