[tei-council] <licence> inside <availability>

I may be misunderstanding something here, but this ticket is still open:

and it looks to me as though it's been partially implemented. The 
licence element has been created (licence.xml in P5/Source/Specs), but I 
don't think it's been added to the content model of <availability>, nor 
are there any examples of its usage. Am I missing something, or did the 
implementation get stalled for some reason, or perhaps inadvertently?
