[tei-council] renaming <stage> and @stage : the votes

Every term has baggage. 'Layer' may have the advantage of being a
relatively plain and quite flexible word whose particular resonances and
levels of abstraction change to meet particular circumstances. And for
those who associate it with the 'layer' of earlier html --that was a long
time ago.
