[tei-council] resolve two small odd-related FRs?

A couple of quick questions:

- Might <stringVal> be used in custom odd files that are in the wild? If 
so, would we be breaking backwards compatibility by removing it?

  - Presumably after <stringVal> is removed, it wouldn't show up in the 
content model of macroSpec, as it does in the second FR?
