[tei-council] TEI Workgroups

I have nothing against split infinitives, either. I wouldn't say that *no
one* cares about them, but they're easily defensible and I'm not bothered
that people who do care about them might click their tongues. FWIW, I think
we could probably come up with a workaround that is no more ugly than the
original. Maybe something like "The main purpose of a TEI Workgroup is to
make formal recommendations that the TEI Guidelines be extended or
modified." Not advocating that language; just thinking on screen. . . . .

Thanks, Brett. There was one more typo, which David Sewell caught
earlier and reported offline.
I'm with Martin Holmes on split infinitives.
Here's the final version for David to put at

--K.
