[tei-council] Matt Jockers' Gutenberg TEI

Well, apart from a typo in the naming of a tag (noteStmt ==> notesStmt) and the awful use of biblFull (;-)), It all seem like a baseline encoding that would appreciate receiving when asking for a text.  They could easily put a "TEI inside" logo on their web pages...
