[tei-council] how the TEI website works (was Re: TEI Workgroups)

Despite URLs ending in ".xml", the CMS behind www.tei-c.org actually 
renders XML files in HTML.  To get to the underlying source, you need to 
choose "XML View" from the bottom of the webpage.  That's what I did in 
my proposed revisions to 
http://www.tei-c.org/Activities/Workgroups/index.xml -- it seemed more 
straightforward for me to rewrite it myself than to describe changes 
individually to the TEI webmaster.
