[tei-council] TEI Workgroups

When we were looking at the rules for SIGs, Brett discovered that there 
are also "workgroups":

Please let me know in the next week if there are any objections to me 
asking David Sewell to move the personography and physical bibliography 
workgroups to the bottom list (of workgroups that have "concluded their 
activity") and add to the top of the list the following:

* Ad-hoc Committee on Encoding of Bibliographic Citations

* Task Force for TEI Tite

I can write content for these two pages and link to their work underway.

Are there any other workgroups to add to this list?
