[tei-council] mess up over tei_all.xsd

As you'll see from a report on TEI-L today, the 1.9.0 release built the tei_all.xsd exemplars schema
wrongly. It's all to do with the order the exemplars build, as they each keep overriding the same file.
Its ok for schemas built in Roma, of course.

The people affected are only those who use XSD, and want the tei_all schema from the prebuilt exemplars.

I have fixed the problem, and that file on www.tei-c.org. but I fear that this means doing 1.9.1 to get it right everywhere.  

What folks think? do we

   - make a 1.9.1 now
   - wait a few weeks to see if anything else comes up
   - wait until May
