[tei-council] An easy ticket

One of the rules we made for ourselves is that if the schema generated 
by a release is different from the previous one, then the second number 
must change. So this has to be 1.9.-something, since odd files using it 
will generate different schemas (att.global change)

My main concern is how we describe this release. Senbastian summarizes 
it well in (b) below. And I am persuaded by the argument presented in (a)

Apologies if I wasn't paying enough attention when the decision to make 
this procedurally-motivated release was taken.
