[tei-council] version switching

In case you wonder, the file system for The Vault contains directories
P5 and Stylesheets, as below. You can see there how we are running on
P5 1.8.0 and stylesheets 5.42, with the other releases ready to switch in 
or not.

Of course, this is not something one would do very often….
