[tei-council] version switching

You may have noticed that the TEI web site was using 1.9.0 yesterday, but today its back at 1.8.0

This was me testing the ability to switch between releases with by changing a single symlink
in the Vault area of the web site, to which I believe everything is now symlinked.

There are some teething problems with the one-click (ha!) release, but its getting 
closer.
