[tei-council] granularity of tei releases

Hi,
I admit to be one of the users of separate components, I would most
often download the new docs (not the last release -- apparently I had no
need for that thanks to being online most of the time) and then trim
them down to html-en in the interest of space, especially on my desktop
machine, which suffers from disk space overload.
When you compare the download stats, the separate components have 15.983
downloads altogether and tei-all only 4,632 -- that might be
significant, although the details of how these figures are summed up
from the subdirectories escape me.
