The Guidelines are the primary deliverable of the TEI. And yet it takes
3 clicks to get from the main page [1] to the TOC for P5 browsable
guidelines ([2]).

A simple solution would be to enhance the menu bar very slightly.
Instead of the current behaviour, where under "Guidelines" (on the top
menu) we can see...

P5 Guidelines
P4 Guidelines
Customization
...


... the extended menu item said something like:

P5 Guidelines
   TOC
P4 Guidelines
Customization
...

and in this way, users would be able to reach the TOC in one click
rather than three.
