[tei-council] monitoring TEI builds

for those of who who _do_ like to see the Guidelines releases being built,
I have changed the setup http://bits.nsms.ox.ac.uk:8080/jenkins/
to divide the work into three parts:

 1. basic test of validation, examples, test suite
 2. build of documentation (now including ePub and Kindle)
 3. making release sets

these are chained, so that the 2 and 3 are only attempted if 1 succeeds.

just thought you'd like to know -}
