[tei-council] explicit att.global?

As the submitter of the ticket, and then one of the tei-council 
ppl assigned to investigate it, I feel that it is indeed a 
wonderful idea to remove as much magic as possible from ODD 
processing.  Hence elements should have att.global explicitly.  I 
may have a slight conflict of interest here though, in thinking 
that my own suggestions are brilliant. ;-)
