[tei-council] Hyphenation discussion

I am not madly keen on saying "we can't work out a suggested typology @type on <lb/>, so what the
heck we'll add another attribute anyway". It seems like a recipe for confusion. 
If thats the way it has to be, OK, but have we reached the end of using existing certainty code.?
