  Probably a rather better candidate for the definitive stateme nt of 
the TEI's founding "intellectual framework" would be the EDP1 document 
at http://www.tei-c.org/Vault/ED/edp01.htm (which includes the 
Poughkeepsie Principles and comments on them)
