[tei-council] FR nuncles: new element tei:objectType

Right. I had in the meantime checked out the P5 directory of SVN and
figured out that the first thing I wanted to do was clone material.xml
to objectType.xml. I'll start with that, then, and then maybe run it by
Lou and/or Sebastian before doing anything else (and obviously before
committing anything to trunk).
