[tei-council] FR nuncles: new element tei:objectType

I'm for tei:objectDesc as the argument made by the SIG and in
particular by Øyvind seems pretty stringent to me.
I've also filled my doodle, but I thought to say it anyway (it seemed
such a lively party that I wanted to be in it!)
