[tei-council] constraintSpec inside macroSpec

I just changed the content model of <macroSpec> to allow it to have
a <constraintSpec> child. It seemed like a corrigible oversight for it not to mirror
the other *Spec.

Does anyone have an objection or a memory of why we did not do this before?
