[tei-council] Adopt a feature! Outstanding work items for Council consideration

I'll volunteer to nuncle 1. (imprecise numerical values) and perhaps 2. 
(personographies).

Thought I shouldn't nuncle my own ticket, I would like to contribute to 
the discussion of 7. (object) if the two nucles involved want to get in 
touch.
