[tei-council] Adopt a feature! Outstanding work items for Council consideration

I would think that Kevin and I could take the bibliographic items, but 
I'm not sure what stage our previous work is at. IIRC we're waiting for 
Lou to make some changes and then kick back several issues to us so that 
we can make more specific proposals for revisions, but I haven't heard 
anything about this process for a while.
