leaving aside the issue of whether we own the IPR for the moment
(I believe we do), we can of course issue future releases under a more
relaxed licence. Its tricky, this, because the Council of 2010 may 
have, reasonably, a different opinion from the Council of 2004 (or whenever
it was), but we cant keep changing every few years :-}
