[tei-council] Virtual language-based TEI Guidelines hosts are live but incomplete

I was waiting for more feedback from Council before asking Shayne to
implement this. Just as a reminder, the suggestion was to use apache
rewrites so that the links to other languages from, for example

  http://en.guidelines.tei-c.org/html/

will not be broken.

How about: if I don't hear any objection before tomorrow, I will ask
Shayne to implement this. After that, plus a bit of testing, we should
be able to advertise the new URLs. (Will a message to TEI-L suffice?)
