[tei-council] a proposal for a change to ODD (copy of ticket I just put in SF)

May I mention that I don't see the point of xi:include. We need a  
mechanism wher we can refer to an example anyplace within a document  
with just a reference to it. Something similar to specDesc (egRef?),  
with the appropriate attribute(s) (key or target mechanism)
