I think someone should post a summary of the issue to TEI-L for 
wider discussion.

Would this also mean that other places we have say a @ref and a 
@key that we might deprecate @key in favour of optionally using 
@ref in this manner as well?  There are an awful lot of 
xsd:anyURI attributes out there e.g. 
http://www.tei-c.org/release/doc/tei-p5-doc/en/html/ref-data.pointer.html 
some of which might usefully be allowed to have database-key values.
