[tei-council] Apologies for late arrival at the telco

Thanks Martin,
My rule of thumb would be to group them in classes with similar  
bibliographical behaviours, i.e. (and more prosaically) classes that  
we tend to describe in the same way from the point of view of  
biblStruct.
... we need a good ontological principle here.
