[tei-council] A nice easy one

Oh, I realised that I didn't express a preference.  I'd definitely go 
for 'stand-off' vs 'standoff' with no real good reason other than it 
looks better to me.  Aren't there rules about hyphenation and such 
things that some weird people follow?
