[tei-council] Legal references to a customisation

I would strongly suggest to keep to the ODD in any case and in case of  
ambiguity, refer to the Novemebr release as a background (that we can  
do). But remember my paper in Ann Arbor: the ODD should in the future  
say what it wants and not what it rejects, otherwise we don't master  
what is brought in automatically.
