[tei-council] Getting started document

We were discussing this when the sound cracked up so as far as I am aware we
did not take the point further. In answer to the questions that were raised
I  have looked at the 'getting started' material that is available online
and I think it is a very good basis for a series of tutorials / articles to
be published in TEI-EJ.  I do need to go back to my co-Editor Stephanie A.
Schlitz to make sure that she agrees also before I say 'yes'
for certain. I'm going to do this now and will then let you know.

Any other thoughts that you have in the meantime are welcome.
