[tei-council] backtrack on change to <char>?

We discussed the use of <graphic> inside <char> as being inadequate, and therefore substituted <figure> instead as being richer. All well and good. However, the side effect is to make a module dependency between "gaiji" and "figures", as the <char> thing will not do its job unless "figures" is loaded. I don't think this is in the spirit of TEI design so far, which usually dictates that any element depended on by two modules should be in the core.
One nasty extra effect is that an ODD which loads gaiji but not figures worked 10 days ago and fails now.
suggestions
1 go back to just <graphic>
2 put <figure> in the core
3 revisit the content model to work out how to allow graphic _or_ figure
4 tell people "hard luck"
