It seems to me that Council (and maybe Board as well) need to evaluate
how high a priority it should be to refine or rework the generic
TEI-to-HTML stylesheets. Within the last couple of years, have we ever
polled the user community to find out how heavily they are used? It
would be good to know the percentages of users who use

* only the distributed TEI stylesheets;
* only locally created XSLT or other transformation vehicles;
* some mixture of the two

North American "buffalo"?

more seriously, the advent of HTML 5 might be an argument for not
devoting huge resources right now to re-tooling the stylesheets.
