[tei-council] @ident on <valItem>

We use <valList type="closed"><valItem ident="a"/><valItem 
ident="b"/></valList> in ODD to indicate that a content
model of allowing "a" or "b" only. Its powerful, we recommend it.

Unfortunately, @ident has a datatype of "data.name", which means
it must be a valid XML name.

This means that
<valList type="closed"><valItem ident="1"/><valItem ident="2"/></valList>
is not allowed.

I suggest that this is madness. I suggest that valItem
be taken out of att.identified, and get a local @ident
and @gloss with a looser datatype for @ident.

I'll make an SF ticket if folks broadly agree.
