[tei-council] proposal for a Scholarly Publishing SIG

Dear all,
David would seem the natural council liaison, but we should find a way  
to make sure that Sebastian, Laurent, Lou, James, and Elena, who all  
have a strong motivation are in the loop.
Would it make sense to have them at least be put on the list?
