[tei-council] certainty draft revised again

havent tried with Roma yet, but the certainty module schema says:

certainty.localattributes =
   att.global.attributes,

   ## points at the element or elements whose markup is
   ##       uncertain.
   attribute target {
     list { data.pointer+ }
   }?,

which looks correct to me.
